Sir:-
With reference to my letter of the 23rd instant, respecting the proposed Opium Conference, I am directed by Secretary Sir E. Grey to transmit to you, for the information of Mr. Secretary Harcourt, copy of a letter from the Board of Trade enclosing a statement showing the quantities of morphia and cocaine exported from this
country in the first half of the year.
Sir E. Grey presumes that he will be justified in
adding to the note which he proposes to address to the
Netherland Minister, a statement to the effect that His
Majesty's Government are now in possession of sufficient
data to render possible the discussion of the control
of morphia and cocaine so far as the United Kingdom is
concerned.
